Can you help me identify this plant? It voluntarily sprang up in a garden in southwestern Washington State, dies down in the winter, then comes back every year in the spring. Maybe an herb? Maybe a weed? Maybe  an alien life form? Please post answers in the comments for this post. Thank you!

I am very glad this nest was vacant when I came across it. The opening is about the size of a quarter. I couldn’t help but admire the craftsmanship of the structure, however, with its intricate layers of “paper.”
